- Malaysian Citizen or Permanent Resident
- Aged 16 years and above
- Proficient in reading, writing, and arithmetic in Bahasa Melayu or English
- Able to provide full commitment and is not currently enrolled in any other training programmes
- Apprentices may be registered for level progression programmes if they meet the following criteria:
- Already possess certification at the previous level
- Do not yet possess certification at the previous level — The apprentice has completed the External Verification (PPL) assessment with a "Competent" result
- Registration is not allowed for the same programme if the applicant already possesses an SKM/DKM/DLKM for that specific programme
- Registration is not allowed for the same Micro-credential programme if the applicant already possesses a Partial Certificate (PC) for that specific programme
- Registration as an apprentice is not allowed if the applicant has been appointed as a PB Manager (PPB), Coordinator, Instructor, or Coach for any programme at an Accredited Centre (PB)
- Must meet the prerequisites or any requirements specified in the relevant Standard (NOSS)
- Must meet additional conditions set by the ADI Accredited Centre and licensing bodies (if any)
- Must meet any other conditions specified by the Director General of Skills Development (KPPK) from time to time
