National Occupational Skills Standards Division (NOSS)

Occupational Standard & Curriculum TVET Division (SPKTVET)

Division of Occupational Standard & Curriculum TVET (SPKTVET), previously known as the National Occupational Skills Standard (NOSS) Division, is divided into 4 units, namely:

1. Occupational Framework (OF) Management Unit
  • Manage the development of OF internally - new/ review;
  • Manage the development of OF externally - new/ review;
  • Identify and regulate the selection of OF facilitators, documenters and proof readers;
  • Identify and regulate the selection of OF panels (developers & evaluators);
  • Monitor the development of OF;
  • Manage JTDOF meetings;
  • Manage JTPOF meetings;
  • Manage the distribution of OF to stakeholders/ related agencies;
  • Manage the applications for the development of the Occupational Framework (OF) and Standards (NOSS or NCS), whether for new applications or revisions;
  • Manage the determination of job titles for NOSS development;
  • Manage quality improvement for facilitators;
  • Manage skills upgrading for facilitators, documenters & proof readers;
  • Organise Jawatankuasa Teknikal Standard (JTS) meeting including ensuring and preparing complete pre-approval NOSS documents;
  • Update NOSS Registry and MySPIKE including code for each endorsed NOSS at MPKK;
  • Update statistical data at website and other platform;
  • Manage MyIPO registration; and
  • Manage procurement for OF

 

2. Standards Management Unit
  • Manage the development of NOSS internally - new/ review;
  • Manage the development of NOSS externally - new/review;
  • Manage the development of NOSS for ILB - new/ review;
  • Identify and regulate the selection of NOSS facilitators, documenters and proof readers;
  • Identify and regulate the selection of NOSS panels (developers & evaluators);
  • Monitor the development of NOSS (internally, externally and ILB);
  • Manage JTPS meetings;
  • Plan and ensure a complete NOSS is prepared for JTS meeting;
  • Manage advisory and guidance services related to Standards;
  • Manage and updating NOSS in the MySPIKE system after approval by MPKK; and
  • Manage procurement for NOSS.

 

3. Curriculum Management Unit
  • Manage the development of WIM internally;
  • Manage the development of WIM externally;
  • Identify and regulate the selection of WIM facilitators, documenters and proofreaders;
  • Identify and regulate the selection of WIM panels (developers & evaluators);
  • Monitor the development of WIM;
  • Manage JTPBPP meetings;
  • Plan and ensure that complete WIMs that meet NOSS requirements are provided for JTPBPP needs;
  • Manage and update Teaching & Learning Materials in MySpike (eWIM);
  • Manage the distribution of WIM to clients;
  • Coordinate the Advisory Program on the Development of Teaching & Learning Materials Based on COPTPA for Accredited Centres; and
  • Manage procurement for WIM.

 

4. Question and Assessment Management Unit
  • Manage the development of Skills Training Assessment Question;
  • Identify and regulate the selection of assessment facilitators, documenters and proof readers;
  • Identify and regulate the selection of assessment panels (developers & evaluators);
  • Monitor the development of assessment;
  • Manage JKTPS meetings;
  • Manage and update questions in the TVET Integrated Assessment (TIA) module and MySPIKE;
  • Manage the enhancement and validation of questions from accredited centers in the TIA module;
  • Responsible for the TIA module (questions);
  • Manage procurement for unit's activities; and
  • Conducting feasibility surveys on skill training assessment questions developed by JPK at accredited centers
