National Occupational Skills Standards Division (NOSS)

National Occupational Skills Standards (NOSS) Division is divided into 5 units, namely:-

1. Management and Quality Control Unit (UPK):
i. Do consultations on applications received for development of either new or revision of OF/ NOSS/ WIM/ Assessment Set by Mesyuarat Penyelarasan;
ii. Administer selection of OF/ NOSS/ WIM/ Assessment Set to be developed or revised by organise Mesyuarat Permohonan Tajuk OF/ NOSS/ WIM/ Assessment Set;
iii. Manage skills upgrading for facilitators, documenters & proof readers;
iv. Organiser for Jawatankuasa Teknikal Standard (JTS) meeting including ensuring and preparing complete pre-approval NOSS documents;
v. Prepare related information for MPKK;
vi. Update NOSS Registry and MySPIKE including code for each endorsed NOSS at MPKK;
vii. Update statistical data at website and other platform;
viii. Manage MyIPO registration;
ix. Develop a standard & curriculum development Automation System; and
x. Improve the recognition of Standards at the international level through the establishment of the International Panel Review Committee (IPRC).

 

2. Occupational Framework (OF) Management Unit
i. Manage the development of OF internally - new/ review;
ii. Manage the development of OF externally - new/ review;
iii. Manage the development of OF for ILB - new/ review;
iv. Identify and regulate the selection of OF facilitators, documenters and proof readers;
v. Identify and regulate the selection of OF panels (developers & evaluators);
vi. Monitor the development of OF;
vii. Manage JTPOF meetings;
viii. Plan and update OF documents in the JPK website;
ix. Manage the distribution of OF to stakeholders/ related agencies - (ILMIA, SOCSO, IPTA/ ILKA); and
x. Manage procurement for OF.

 

3. Standards Management Unit
i. Manage the development of NOSS internally - new/ review;
ii. Manage the development of NOSS externally - new/review;
iii. Manage the development of NOSS for ILB - new/ review;
iv. Identify and regulate the selection of NOSS facilitators, documenters and proof readers;
v. Identify and regulate the selection of NOSS panels (developers & evaluators);
xi. Monitor the development of NOSS;
xii. Manage JTPS meetings;
xiii. Plan and ensure a complete NOSS is prepared for JTS meeting;
vi. Manage standard mapping (NOSS/NCS/K-SLDN);
vii. Manage and update NOSS in SKKM; and
viii. Manage procurement for NOSS.

4. Curriculum Management Unit
i. Manage the development of WIM internally - new/ review;
ii. Manage the development of WIM externally - new/review;
iii. Identify and regulate the selection of WIM facilitators, documenters and proof readers;
iv. Identify and regulate the selection of WIM panels (developers & evaluators);
v. Monitor the development of WIM;
vi. Manage JKPKP meetings;
xiv. Plan and ensure a complete WIM is prepared for JKPKP meeting;
ix. Manage curriculum mapping;
x. Manage and update WIM in SKKM;
xi. Manage procurement for WIM; and
vii. Coordinate curriculum development with government & private agencies.

 

5. Assessment Management Unit
i. Manage the development of assessment internally - new/ review;
ii. Manage the development of assessment externally - new/review;
iii. Identify and regulate the selection of assessment facilitators, documenters and proof readers;
iv. Identify and regulate the selection of assessment panels (developers & evaluators);
v. Monitor the development of assessment;
vi. Manage JKPKP meetings;
xv. Plan and ensure a complete assessment is prepared for JKPKP meeting;
xii. Manage and update assessment in eQB using SKKM;
xiii. Manage procurement for assessment;
vii. Manage a centralized assessment database within eQB;
viii. Coordinate improvement of activities related to the eQB system; and
ix. Coordinate development of assessment with government & private agencies.
